Parcel has not arrived since August

I ordered a parcel from the States in August. It is now February and is has not arrived. I cannot order another parcel due to the nature of the parcel. I cannot even phone 0124017482 because nobody ever answers. I was told that this is the number to follow up. The tracking number is LJ659901805US. I've even been to my local branch. The staff just pass me from pillar to post. Nobody cares.
